The invaders wanted to hold a pseudo-referendum in the Kyiv region
Further on, the Russians wanted to follow their traditional path – to organize a so-called “referendum” to proclaim another quasi-republic. All residents of the Kiev region were to be registered and change their Ukrainian passports to Soviet ones. The documents of the USSR, according to the plan of the invaders, were to be used by the Ukrainians, while the Russians would have printed for them.
