Departure of students abroad: who is not allowed out of Ukraine and what does Zaluzhny want to change

On Youth Day, it became known that Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny turned to the Ministry of Defense with a request to develop mechanisms so that those not subject to conscription could go abroad. In particular, this applies to students.

Today, there are certain difficulties in the issue of crossing the border by those liable for military service, who are students, graduate students or doctors. The reason for this is that only one category of students has the right to travel abroad.
Who has the right to travel now
While the general's appeal Valery Zaluzhny was not considered, not all students have the right to travel abroad.
Students and graduate students of Ukrainian universities are exempt from military service if they study full-time or dual education. However, they do not have the right to travel abroad.
At the same time, students and graduate students of foreign universities are also exempted from service, but they can go abroad only on one condition – if they entered an educational institution before the announcement of mobilization.
In order to go abroad, students and graduate students of foreign universities need to have:
- student card or student visa;
- translated and notarized documents on studying at a foreign university;
- military accounting documents with a record of granting them a deferment from conscription;
- certificate issued by the territorial recruitment and social support center for traveling abroad.
Why there are problems crossing the border
People's Deputy from the “Servant of the People” Yulia Grishina explained that at the beginning of Russia's invasion of Ukraine, neither students of Ukrainian universities nor foreign ones could go abroad. However, in March, after numerous appeals abroad, those who had already studied at foreign universities before mobilization were allowed to leave. The military personnel were ordered to grant such citizens a delay and permission to cross the border.
However, later it turned out that there were a large number of those who stared after the start of mobilization and should not have received permission to cross the border.
In addition , there were many cases when people liable for military service tried to leave the country on the basis of fake documents on studying abroad.
Therefore, in the case of taking into account the request of Valery Zaluzhny, all undergraduate and graduate students of full-time or dual studies will have the right to travel abroad .
Does Zaluzhny's request apply only to students
Yulia Grishina said that we are talking about those who are exempt from mobilization or have a deferment. Therefore, from this we can conclude that the commander-in-chief proposes to allow travel abroad to everyone who is not subject to conscription or has a deferment, that is, we are talking about:
- workers booked for the period of mobilization;
- persons with disabilities or those who, according to the conclusion of the military medical commission, are declared unfit for health reasons up to 6 months;
- those who have 3 or more children;
- women and men, guardians, trustees, adoptive parents, parent-educators who are raising a child with a disability under the age of 18 or who are supporting an adult child with a disability of group I or II;
- those who are raising a child with a serious illness ;
- those who bring up orphans or children deprived of parental care under the age of 18;
- persons who are constantly caring for a sick wife/husband, child, as well as their parents or wife/spouse;
- li>
- guardians of a person with a disability recognized as incompetent by a court;
- persons engaged in constant care for a person with a disability of group I or II;
- people's deputies of Ukraine or the Autonomous Republic of Crimea;< /li>
- employees of military authorities.
In addition, applicants for higher, professional higher education in full-time or dual form of education, researchers and those whose relatives have died are not subject to mobilization or went missing during military service since the beginning of Russian aggression since 2014.
