For the disagreement between Facebook and Telegram to remove prohibited content related to rallies in Russia, the Magistrates' Court of the Tagansky District of Moscow imposed heavy fines on them. Facebook under two administrative protocols must pay 3 million rubles. Telegram received three fines in the amount of 5 million, 4 million and 2 million rubles, respectively. The court decision on this was made on Thursday, July 22.

Reasons for the verdict

The reason for the imposition of sanctions was, in particular, the failure to remove or untimely removal of calls to participate in unauthorized actions, as well as the refusal to localize the data of Russian users on the territory of Russia.

On the same day, the magistrate's court intends to consider two more similar protocols of Roskomnadzor against Twitter for not deleting prohibited information.

According to the legislation in force in the Russian Federation, if the Internet platform, after notification from Roskomnadzor, does not restrict access to prohibited information, it can be fined in the amount of 800 thousand to 4 million rubles. If the violation is repeated, the fine is increased to one tenth of the aggregate amount of the company's annual revenue.

The fine for refusing to delete information with calls for extremism, child pornography and methods of making drugs can be up to 8 million rubles. If the violation is repeated, the fine is increased to one-fifth of the total annual revenue.

Since the beginning of 2021, Facebook has already been fined 49 million rubles in Russia, and Telegram – 26 million rubles.
