According to Andrey Surkov, the military commissar of the Penza region, summonses will be handed over so that graduates will be registered in their military specialty.
And the students themselves will not be able to receive a diploma of higher education until they sign the agenda.
It should be noted that so far this will only affect graduates of the Penza State University, where about 22,000 students study.
