Russian President Vladimir Putin instructed to consider the issue of establishing state regulation of the circulation of information for minors on the Internet. He sent the order to the government, as well as the commission of the State Council of the Russian Federation in the direction of “Education”. Earlier, leading Russian Internet companies, media holdings and telecom operators signed a charter to protect minors from prohibited content on the Web.
“The Government of the Russian Federation, together with the Commission of the State Council of the Russian Federation in the direction of” Education “to ensure: g) consideration of issues: on the establishment of state regulation of the circulation of information products for children posted on the information and telecommunications network Internet”, – said in the text of the instruction.
The head of state also instructed to study the issue of excluding the concept of “educational service” from the legislation on education. By March 1, 2022, the president must submit a report on these instructions.
Vladimir Putin also instructed to develop and approve requirements for educational organizations in terms of inclusive education by December 1, 2021. He addressed this instruction to the Ministry of Education and the regional authorities.
In early September, Secret reported that leading Russian Internet companies, media holdings and telecom operators signed a charter to protect minors from prohibited content on the Web. The firms formed the Alliance to Protect Children in the Digital Environment and made a number of voluntary commitments. Experts considered this to be another filter of online censorship.
