A number of media outlets from an international journalistic consortium gained access to the Kremlin's plan to establish full control over Moldova .

The journalists reported that the document entitled “Strategic objectives of the Russian Federation in the Republic of Moldova” was received by the Süddeutsche Zeitung, Yahoo News and the Dossier Center. It was created in 2021. The document developed a plan for Moldova to become completely dependent on the Kremlin.

One of the strategic goals of Russia is to force Chisinau to join the CSTO and participate in the Eurasian Economic Union (EAEU).

The document points out the need to eliminate any actions of the Moldovan authorities to change the Russian military presence in Transnistria. Moscow also plans to open its embassy in Gagauzia and create non-governmental pro-Russian organizations.

According to the document, Russia is determined to fight the “Romanization” of Moldova, and also strengthened the influence of the Russian language, in particular in the education system.

The Kremlin has planned until 2030 to ensure the participation of Moldova in the EAEU, the creation of pro-Russian groups of influence and the legalization of Transnistria. In addition, the Russian language should receive official status in order to ensure its presence in the media.

One of the instruments of pressure on Moldova is its dependence on the supply of resources, including gas.
