So, he argues that Russia's war against Ukraine began due to the unwillingness of the West to negotiate security guarantees for Moscow. He says that the West has fundamentally refused to fulfill its previously assumed obligations, and it turned out to be simply impossible to achieve any new agreements. That is why Russia decided to conduct a “special operation”.
In the current situation, against the backdrop of growing risks and threats for us, Russia's decision to conduct a special military operation was forced, difficult, of course, but forced and necessary,” Vladimir Putin said.
At the same time, he added that this is the decision of “a sovereign country that has an unconditional right, based on the UN Charter, to defend its security.”
The Russian dictator also noted that “all tasks special operations will be solved thanks to the heroism” of the Russian military.
