Mobilization in Ukraine: can they deliver the summons through the mailbox
Martial law is in effect in Ukraine, and with it, general mobilization. We tell you whether they can hand over a summons to a person liable for military service through a mailbox.
Lawyer Konstantin Gritchin decided to shed light on the delivery of subpoenas through mailboxes. He explained whether the draft board could use this method of inviting a person liable for military service.
Is the summons in the box considered served?
Note that recently this is a common method of inviting a person liable for military service to the military registration and enlistment office. Therefore, the lawyer explained how to respond to a summons left in the mailbox, stuck in the door, handed through relatives or a message about its presence by phone.
According to Gritchin, such a summons is not considered served and lawful. Consequently, no legal consequences and liability await the person liable for military service. And this means that such an agenda does not oblige you to visit the TCC SP.
Instead, you will need to appear at the draft board if the summons was served properly. If you have read the document, checked the correctness of its filling and signed it. The latter means that you have been informed and know what the consequences may be if you ignore the subpoena.
Attention! Failure to appear may result in both administrative and criminal liability. If you do not come to the TCC SP for the first time, you will have to pay a fine from 1,700 to 3,400 hryvnia, the second time – from 3,400 to 5,100 hryvnia. Repeated violators are expected to be imprisoned for a period of 3 to 5 years.

Are subpoenas served abroad
- It should be understood that the Russian IPSO is actively distributed by the network. According to it, Ukrainians abroad will receive subpoenas. But this is not true.
- Lawyers note that no one has the right to serve subpoenas to those who are abroad. Even representatives of diplomatic departments do not have such powers. It is also impossible to return a person liable for military service to Ukraine for military service by force.
