On the basis of a fundamentally transformed NATO or a renewed Organization for Security and Cooperation in Europe (OSCE), it is necessary to create a new European security organization, which ideally would involve both Russia and Ukraine in it. In particular, the political scientist proposed transforming NATO from a collective defense organization into a regional collective security organization. This would create a European security architecture, where there would be no place for military alliances, spheres of influence and buffer states. “However, this is a rather long-term project,” admitted Sauer.

Earlier on January 10, negotiations between Russia and the United States on security guarantees began in Geneva. The meeting is held in a closed format. The main topics of the Russian-American consultations are the issue of non-deployment of medium and short-range missiles near Russian borders, the refusal to further expand NATO at the expense of the former Soviet republics and the reduction in the number of military exercises. Deputy Foreign Minister Sergei Ryabkov and Deputy Defense Minister Alexander Fomin have been appointed heads of the Russian delegation.

NATO Secretary General Jens Stoltenberg said that it would be unrealistic to expect that the alliance will be able to solve all the problems in one week of negotiations with Russia on security guarantees. At the same time, he stressed the importance of dialogue to prevent a new conflict in Europe and expressed confidence in the possibility of conducting an effective dialogue with the Russian side. The NATO Secretary General expressed the hope that the parties will be able to agree on holding new meetings and initiate a process that would help move forward in resolving mutual security concerns.
