PACE supported the creation of a tribunal for the leadership of Russia and Belarus
On Thursday, January 26, the Parliamentary Assembly of the Council of Europe decided to hold the leadership of Russia and Belarus accountable. Consequently, not only Putin, but also Alexander Lukashenko will be held accountable for his crimes.
PACE also approved its demands for the creation of a special tribunal for the crime of aggression. The Hague is proposed as the venue for the tribunal.
Belarus was equated with Russia
At the current session of the assembly, the PACE adopted a resolution on the legal and human rights components of Russia's aggression against Ukraine. In this document, much attention is paid to the creation of a new international legal mechanism for punishing the crime of aggression.
The members of the assembly also decided that representatives of the leadership of Russia and Belarus, contained in the document are mentioned at the same level.
Russian and Belarusian political and military leaders who planned, prepared, initiated or carried out these actions, and who could control or direct the political or military actions of the state, must be identified and held accountable, the resolution says.
In addition, PACE notes the need to investigate war crimes, crimes against humanity and allegations of genocide under the jurisdiction of the International Criminal Court.
Assembly members stressed that the Council of Europe should play a key role in the creation of the special tribunal.
The Nuremberg Tribunal for Putin: in short
The UN is distributing a draft resolution , which provides for the creation of a special tribunal against the military-political leadership of Russia. Modeled after the Nuremberg Tribunal.
According to media reports, even Washington is more open to the idea of creating a special tribunal against Russia. In particular, as the publication notes, this is facilitated by its active promotion by the Ukrainian leadership, including President Volodymyr Zelensky.
Washington is now considering 2 options for creating a tribunal:
- bilateral treaty between Ukraine and the UN, which will ensure the political support of the entire international community and the creation of a separate tribunal like the Nuremberg one;
- an internal court created by Ukraine and the EU or the Council of Europe, which will give an “international element”, can be approved vote at the UN General Assembly.
