On January 23, President of Ukraine Volodymyr Zelensky signed a decree banning officials from traveling abroad without official necessity. The Verkhovna Rada will offer a solution for the departure of deputies for personal purposes, such as visiting relatives.

This was announced on Channel 24 by Mikhail Podolyak, adviser to the head of the OP. In his opinion, the Chairman of the Verkhovna Rada Ruslan Stefanchuk should professionally approach this issue and resolve it.

“These issues will be resolved within the competence of the Verkhovna Rada. The apparatus of the Verkhovna Rada will offer these deputies certain business trips that they will need to receive, to visit children,” Podolyak explained.

Condition levels for everyone

According to the official, the ban on the departure of officials is quite logical, because most of our society goes eastward, says goodbye to their children and goes realizing that they may not return. At that time, another small part of citizens go on vacation to other countries and do not hesitate to boast about it in social networks.

This is demoralizing. And the president made a very specific decision: let's be on an equal footing, – Podolyak believes.

According to the adviser to the head of the Presidential Office, it is important that certain officials go on business trips, because Ukraine is negotiating on various positions: finance, the economy, humanitarian aid, military weapons. But such trips are not a reason for arrogance.

“We are all on an equal footing, this is a society. We are either sitting at the same table today, or one is all, and the other is nothing. This is not right,” he explained Podolyak.

There may be distrust of the state

The official believes that ordinary people who pay a huge price should understand that the leaders of this state are next to them and they also have significant restrictions. Only in this way will the consolidated society that we need work.

This is a matter of the survival of Ukrainian statehood as such, and not just of some specific institutions, – said Mykhailo Podolyak.


In his opinion, either all citizens will have restrictions, or chaos, anarchy, claims and distrust of the state will arise.

“And distrust will break us internally. That is, we can effectively resist an external enemy, but internally we will break Do you want to break?” Podolyak summed up.

  • On Monday, 23 January, during the traditional video message, the head of state announced important decrees he had signed during the day. In particular, there is a fundamental decision of the National Security and Defense Council on the departure of officials abroad.
  • According to Volodymyr Zelenskyy, the decree applies to all officials of the central government and other levels of local authorities, as well as law enforcement officers, deputies, prosecutors “and everyone who should work for the state and in the state.”
  • The President stressed that officials will be able to cross the border of Ukraine only in cases related to state interests and business trips.
