Problems with mobile communications and the Internet occur in Minsk every Sunday, when the opposition organizes the largest protests. In September, the A1 operator reported that mobile Internet was limited “in connection with the order of the authorized state bodies.”

Earlier on Sunday, special equipment, buses with security forces and military trucks for transporting personnel were pulled into the center of Minsk. In the morning, traffic police cars blocked traffic on the streets adjacent to Independence Avenue. A large convoy of security forces' vehicles drove along the avenue in the direction of the center at about 10:40 Moscow time (coinciding with the local time).
