According to him, the issue of Kherson region joining the Russian Federation supposedly should be decided by the residents themselves. Like, the procedure should be “legitimate”.

“This issue should be clearly and carefully verified, evaluated by lawyers and lawmakers. Of course, such fateful decisions should have an absolutely clear legal basis, legal justification, be absolutely legitimate, as it was with Crimea,” Peskov said.
