On March 16, President Volodymyr Zelensky traditionally addressed the Ukrainians. He assured that they would create a tribunal that would punish the aggressor in the same way as the aggressors of the past were punished.

All perpetrators of war crimes against Ukrainians will end up in the halls of the International Criminal Court and national courts.
