On January 24, 2023, mass layoffs of officials became known. Mostly deputy ministers, advisers and heads of regional state administrations were fired, but in the near future there will be tougher layoffs.

This Channel 24 was told by political scientist Igor Reyterovich. According to him, personnel purges can expand to other departments, at least 3 more institutions.

Who else can be fired

Igor Reiterovich believes that a wave of dismissals could sweep through the Cabinet of Ministers, as there were talks about several ministers who could be dismissed by the Office of the President and the Verkhovna Rada.

Changes may occur in parliament both within individual factions, and in relation to deputies representing banned parties, in particular, the Opposition Platform for Life.

According to the political scientist, in relation to the deputies of the Opposition Platform for Life, it will not be enough to take away mandates, but it is necessary that law enforcement agencies work in this direction.

< p class="bloquote cke-markup">It is possible that what we saw is such a tip of the iceberg, and then there will be other personnel changes, and quite loud ones, – said Reiterovich.

According to the political scientist, the decision to dismiss some ministers was postponed in order to ” Don't throw everyone in a bunch.” Due to the more complicated procedure for the resignation of ministers, they will be decided on a case-by-case basis.

The situation with the dismissal of deputies is simpler than with the dismissal of a minister. The deputies have been fired, and new ones will be appointed tomorrow. What will happen to them next, we will already observe, but the minister is still a matter of coordination, passing through the Cabinet of Ministers, the Verkhovna Rada, these are issues of various interest groups that remain within our government and our opposition. Reiterovich said.

He also noted that this is a normal process for any democratic country. At the same time, it is clear that someone wants to get into power, take certain positions, but it’s bad that this happens during the war.

At the same time, according to the political scientist, the final decision on the resignation of the ministers has not yet been made, because, firstly, they have not agreed, and, secondly, they are looking for candidates who could replace them. Under martial law, the political scientist believes, it would be irresponsible to keep people in ministerial positions as acting ministers, and therefore this issue should be approached very seriously.

“We must already have ready-made candidates, perhaps they are waiting for them to to conduct, appoint and close this issue in a package,” the political scientist said.

Personnel shortage

The political scientist states that the position of a minister is a political position, and quite often people who are not professionals in the field of ministries are appointed to these positions, but due to their managerial skills, they perform their functions professionally and efficiently.

In Ukraine, as Reiterovich noted, there is a problem of personnel shortages for subjective and objective reasons.

The objective one is due to the fact that there is now a war, and the subjective one is due to the fact that the “bench” of people who would like to work in these positions has been reduced due to the fact that these positions are under close supervision of the public, law enforcement agencies, Western partners

If earlier many considered this as career development and earning opportunities, now it is not a fact that in such conditions these people will want to go to these positions. This gives rise to a certain problem, it is possible to remove the minister, but there are no guarantees that the person who came instead of a person will be able to “enter” the state of affairs quickly enough, promptly, in principle, today, the political scientist said.

Perhaps, it is this is what is holding back so far from cardinal steps to reformat the executive branch.
