Veto 5655 to involve communities in planning – Slobozhan on the position of the Association of Cities

For the successful implementation of plans for the restoration of Ukraine, it is necessary to veto Law 5655 and complete the development of the Urban Planning Code of Ukraine, which provides for for communities and local governments the opportunity to influence urban development processes.
This was stated by the executive director of the Association of Cities of Ukraine Oleksandr Slobozhan.
Within the framework of the “Voice of Civil Society in the Formation and Implementation of the Plan for the Renewal of Ukraine” project, Oleksandr Slobozhan presented the position of the Association of Ukrainian Cities regarding the necessary steps for a successful future restoration of communities and Ukraine.
“Urban planning is a direct authority and the right of communities. In project No. 5655, municipalities deprive them of the opportunity to ensure security in urban planning, participate in the development and restoration of communities, take away from citizens the procedures for influencing development control. Therefore, this bill does not have the right to be implemented,” said Oleksandr Slobozhan.
He noted that after vetoing the law on urban planning reform, the development of the Town Planning Code should be completed.
“After the veto on 5655, it is necessary for the whole society to complete the development of the Urban Planning Code of Ukraine, which will be based on the international code and will create such regulatory conditions as in economically developed countries with strong democracy. We must enable communities and their residents to influence their future in the code” , – Slobozhan emphasized.
Also, according to him, it is necessary to return the financial participation of developers in the development of infrastructure and ensure a balance of influence on urban planning processes of state authorities and local authorities to create safe and comfortable living conditions for each of the citizens.
As you know, bill No. 5655 “On Amendments to Some Legislative Acts of Ukraine on Reforming the Sphere of Urban Development” has been signed by the President since December 19. The petition to veto bill No. 5655 received 25,000 votes within hours of its creation, and a total of more than 42,000 Ukrainians signed it. In addition, dozens of public organizations and representatives of the leading media signed an appeal to the President on the use of the right of veto until 5655. The NAPC, the Ministry of Culture and Information Policy, the National Union of Architects of Ukraine, the Association of Ukrainian Cities and others insisted on the need to refine the “urban reform” .
