We want to introduce the concept of “rashism”, – Vyatrovich called genocide the practice of the Kremlin
Ukrainian diplomats are making every effort to ensure that the world community legally recognizes Russia's actions as genocide. The parliaments of individual states have already done this, which means that there is every chance that the UN will come to the same conclusion.
This was told to Channel 24 by the head of the Ukrainian Institute of National Remembrance in 2014-2019 Volodymyr Viatrovych. He said that the possibility of introducing such a concept as “rashism” into the legal field is being developed.
At a press conference, the head of the UN commission to investigate the crimes of Russia, Eric Nose, said that now no evidence of genocide by Russia has been found in Ukraine. However, on March 18, the International Criminal Court issued an arrest warrant for Vladimir Putin for illegal actions to deport Ukrainian children. Recall that the deportation of children from the occupied territories is a sign of genocide.
UN decision
Vyatrovich stressed that the conclusion of the UN commission to investigate the crimes of Russia is intermediate, although it marked the wrong vector. According to him, after the start of a full-scale war in Ukraine, the UN largely discredits itself, because “it is not able to cope with the aggressor state and periodically becomes a platform for the announcement of absolutely anti-democratic theses by Russia itself.”
There are enough grounds to talk about genocide. We are talking about the physical destruction of Ukrainians for being Ukrainians, about taking children away from the national community and attempts to re-educate them, about mass deportations and the destruction of samples of national culture. These are all elements of genocide, and we see all this on Ukrainian territory,” the speaker emphasized.
He noted that the parliaments of individual countries recognize Russia's actions aimed at genocide. This is the first step towards the recognition of this international community.

The concept of “rashism”
According to Vyatrovich, on the one hand, the UN is a very cautious structure, on the other hand, Russian influences remain there.
The first step was wrong, but the expert is convinced that Ukraine must continue to do serious diplomatic work to recognize Russia's actions as genocide. We are talking about resolutions with the appeal of Ukrainians to the world regarding the condemnation of “rashism” as a practice of the Kremlin.
In the context of the genocide, it is important to show that we are not talking about individual murders, war crimes, we are talking about the implementation of a certain ideological program, the expert emphasized.
He said that now Ukrainian parliamentarians are trying to spread the concept of “rashism” from the sphere of expert discussion to the political and legal field, including the international one.
Regarding the recognition of Russia's actions as genocide, work is just beginning, and an investigation is underway in parallel. Vyatrovich is convinced that there is every chance to prove the fact of the genocide at the international level.
The ISS issued an arrest warrant for Putin: what is known
- On March 17, the International Criminal Court issued an arrest warrant for Russian President Vladimir Putin. Now he has the official status of a suspect in an international crime.
- It should be noted that the Office of the Prosecutor General of Ukraine handed over to the ISS more than 40 volumes of materials, including the deportation of more than 16 thousand children from Kharkiv, Kherson, Donetsk and Luhansk regions. However, it is noted that the figure could be much higher.
- Head of the Office of the President Andriy Yermak stressed that the relevant decision of the International Criminal Court in The Hague is only the beginning. Sooner or later, the head of the terrorist state will answer for all the crimes of the Russian occupiers in Ukraine.
- Deputy Maria Mezentseva called this an incredibly weighty decision, given the short period of time between publicity in the media and the real decision of the ISS.
