Order of the Hague Tribunal

Russian Foreign Ministry spokeswoman Maria Zakharova said the International Criminal Court's warrant for the arrest of Vladimir Putin would have “no significance” for the Kremlin, including from a legal point of view.

They said that Russia is not a party to the “Rome Charter”, the founding text of the International Criminal Court in The Hague, and therefore has no obligations under it.

Note that the Rome Statute of the International Criminal Court is the treaty that established the International Criminal Court. The International Court of Justice is responsible for four major crimes: genocide, crimes against humanity, war crimes and crimes of aggression.

Russia has signed but not ratified the Rome Statute. Also, 72 other countries do not recognize the jurisdiction of the International Criminal Court, including China, India, Cuba, North Korea and Saudi Arabia.
